Takween is implementing a project in Esna, “Visit Esna”. This project’s objective is to put Esna on the tourist map through several conservation, marketing and economic interventions.
Takween is looking for a Grant and Reporting Officer to play a key role in supporting and coordinating reporting, grant management, donor compliance, as well as gathering relevant Monitoring, Evaluation and Learning (MEL) data. The Office will work with the COP and the MEL Consultant to ensure reporting and MEL requirements are put in place and met.
Key Result Areas
Grant Management (15%)
Responsible for managing all aspects of the donor grant in a timely manner, with key documentation related to grant (contracts, amendments, MoUs, etc.), and ensure hard copies are stored appropriately;
Work in collaboration with the Finance Unit for the timely submission of donor advance requests and vouchers;
Organize and co-facilitate all Grant Kick-Off, Review and Closure Meetings with field teams and other relevant staff;
Advise Takween program and finance team members on appropriate action for grant related challenges and coordinate with Takween senior staff in decision making;
Facilitate positive relationships donors in country, ensuring timely communication, resolving of any potential issues and attending to ad-hoc requests;
Regularly liaise with donor focal point in a professional and competent manor;
Donor Compliance (10%)
Maintain up-to-date information on current donor requirements with regard to compliance and standards, and ensure all donor guidelines and requirements are respected;
Assist with strengthening the capacity of field staff and local partners by supporting trainings and providing follow-up support in report writing, sub-grants procedures, and other topics as needed;
MEL Responsibilities (40%)
Provide support in the alignment of existing planning and budgetary indicators and targets to ensure that they are appropriately presented and adequately linked to the achievement of strategic objectives;
Support MEL Consultant in the development of a log frame and resource framework according to project criteria and donor regulations; as well as a monitoring and evaluation plan in compliance with the donor regulations;
Ensure that specific indicators for the project at hand are being measured and monitored;
Monitor the project’s key performance indicators (KPIs) throughout the duration of the project;
Support in drafting tools and their revisions as well as data collection procedures under the supervision of the COP and the MEL Consultant (e.g. logical framework, project performance tracking, indicators, data flow chart, MEL manuals);
Monitor and evaluate the project activities using the above-mentioned tools and systems;
Ensure the successful implementation of MEL plans, and timely qualitative / quantitative data gathering and analysis;
Conduct site visits to Luxor / Esna for detailed project review and evaluation to ensure the quality and accuracy of the data being collected;
Reporting (25%)
Coordinate relevant project data collection for monthly/quarterly reporting;
Coordinate internal reviews of reports prior to submission with Project Management;
Coordinate and conduct external donor reporting activities (including relevant data collection from different staff/departments) ensuring high-quality, well-written, accurate and timely narrative reports (monthly, quarterly, mid-term, annual and/or final) meeting donor and Takween requirements;
Follow up with the Finance Department on donor financial reporting and audits;
Fundraising / Business Development (10%)
Communicate with potential donors / partners, and assist the project team with fundraising and proposal writing to support the project with additional resources, where needed;
Requirements
Qualification
B. Sc. in Business Administration, Economics or related field;
Post Graduate degree in public management / policy or MEL is an asset;
Experience
A minimum of 7-12 years of working experience in the design and implementation of MEL in development projects implemented by national/international NGOs and donors;
Experience in delivering MEL plans and supporting systems in a developing country;
Understanding of the line agencies of the Government of Egypt (GoE), NGOs, donors, and private sector; being in a similar position, handling MEL activities;
Experience in designing tools and strategies for data collection, analysis and production of reports;
Good knowledge of best practices in MEL within this context.
Preferable previous USAID experience;
Knowledge
Fair understanding of critical development issues in the Egyptian context
Familiarity with urban development, upgrading of informal areas, and community development is an asset,
Skills
Fluency in oral and written Arabic and English is a must;
Excellent analytical and writing skills in Arabic and English is a must;
Proficiency with computer applications (MS Word, Excel, and PowerPoint).

Work Location
The Grants and Reporting Officer will work in the Cairo Office, with regular visits to Esna City (Luxor Governorate), accommodation and transportation are covered.
