The Community and Government Liaison Officer will support the Community and Government Liaison Manager in liaising with the local government authorities, Civil Society Organizations (CSOs), and local community and to ensure the project can be implemented as per schedule and scope as well as ensuring full compliance with the Egyptian legal framework including approvals, legal documents, audit and partnership to streamline operations.

Key Result Areas

General Responsibilities

  • Assist the Community and Government Liaison Manager in improving the liaison process with the different project partners; conveying the project concepts and goals to the public; and ensuring that the project is known to the local stakeholders.

  • Communicate to the Community and Government Liaison Manager potential opportunities and threats facing the implementation of the project activities.

  • Act, under the supervision of the Community and Government Liaison Manager, as the main focal point with local government authorities, Civil Society Organizations (CSOs), and local community groups.

Government Liaison Responsibilities

  • Build and maintain relationships with project-related key technical managers and decision-makers in the government, different ministries and among local authorities; and act as a key focal point with these authorities.

  • Work with authorities, under the supervision of the Community and Government Liaison Manager, to secure all required permits and approvals to facilitate smooth implementation of the project and follow-up their relevant documents to ensure they are obtained in a timely manner and in compliance with laws and regulations.

  • Coordinate relevant meetings with the authorities, and accompany project management -if required- to meetings with government officials to facilitate conversations for smooth representation of Takween in those meetings and follow-up on agreed actions.

  • Develop, under the supervision of the Community and Government Liaison Manager, work plans and reports required by the authorities, including timely submission of periodic reports; and follow up with authorities for these documents.

  • Coordinate visits by the local authorities and donors to the project sites under the supervision of the Community and Government Liaison Manager.

  • Support the field staff in managing local authorities’ and governorate-level relationships and addressing any issues at these levels.

Community Liaison Responsibilities

  • Implement, under the supervision of the Community and Government Liaison Manager, community outreach activities to promote the project concepts and ensure community buy-in.

  • Implement, under the supervision of the Community and Government Liaison Manager, community mobilization activities aiming at effective community engagement to successfully implement the project’s interventions and to enhance its sustainability potentials.

  • Engage, under the supervision of the Community and Government Liaison Manager, in negotiations with project beneficiaries (shop owners and keepers, residents, public open space users, etc.) to ensure effective and transparent communication with community members, stimulation of local community leadership and contributions, and timely implementation of the project activities.

Civil Society Organizations’ Liaison Responsibilities

  • Assist the Community and Government Liaison Manager in identifying and engaging local CSOs (implementing community actions on the local level) in the project activities to ensure coordination of efforts, capacity development of local organizations, and enhanced community outreach and engagement.

  • Assist the Community and Government Liaison Manager in establishing, maintaining, and strengthening relationships with the identified CSOs; and participate in meetings and related fora with them to plan for- and follow up on the implementation of different interventions.

Communication and Reporting

  • Prepare and share regular progress reports and updates with the Community and Government Liaison Manager.

  • Ensure proper documentation of work done, achievements realized, and best practice throughout the project’s implementation.

  • Ensure that all project documents and records are maintained, organized and well archived.

  • Assist in the Monitoring, Evaluation and Learning (MEL)-related activities through logistical support, data collection and entry, the secure storage and relevant forms and files, and other MEL tasks assigned by the project’s Chief of party and the Grant and reporting Officer (MEL Officer).

  • Perform other duties as may be assigned.

Requirements

Qualification:

  • Degree in Management, development or any related field;

Experience:

  • Minimum of 3 years of experience in relevant area;

  • Experience of working with the government, CSOs and donors’ organizations;

  • Experience with the local context in Esna City and Luxor Governorate;

  • Experience of effective community mobilization;

  • Have a good network and working relationships with the main government institutions.

Skills

  •  Fluency in oral and written Arabic and English is a must.

  • Diplomatic nature, excellent negotiation skills.

  • Knowledge of local legislation and laws.

  • Excellent working knowledge of MS Office (Word, Excel, Outlook and PowerPoint).

  • Self-motivation and willingness to learn.

  • Teamwork abilities and work collaboratively with other stakeholders and staff members.

Work Location:

  • The Community and Government Liaison Officer will work in Esna City and Luxor Governorate; preferably a resident from Luxor or Esna; and should have the ability and willingness to travel to these locations as required.
